ETC was formed as an independent, not-for-profit organization and, as such, is chartered to conduct "scientific research in the public interest." The Internal Revenue Code defines "scientific research" to include both basic, purely theoretical research and practical "applied research." In addition, ETC is:

  1. Operated primarily for scientific, educational, service, charitable, or similar purpose in the public interest;
  2. Not organized primarily for profit; and
  3. Required to use any net proceeds to maintain, improve and/or expand its operations.
