Mr. Jim Thomsen is President of Seaborne Defense, LLC. He is the former Principal Deputy Assistant Secretary of the Navy, Research, Development, & Acquisition (ASN(RD&A)). As the Principal Deputy ASN(RD&A), Mr. Thomsen assisted in the oversight and policy for Navy and Marine Corps research, development, and acquisition programs for Shipbuilding, Aviation, Space, and Weapons Systems.
Mr. Thomsen has spent more than 35 years supporting the Department of Defense community with engineering design, systems engineering, complex systems program management, enterprise and organizational leadership, and large-scale defense acquisitions.
He has served on the the Boards of Directors for ST Engineering North America Gov’t, Inc; Advanced Acoustic Concepts, LLC; PLASAN North America, Inc.; Association of Unmanned Vehicles International (AUVSI), Inc; National Academies of Sciences Board (Army R&D Board); Sehlke Consulting,LLC.; Applied Research Lab/Penn State (Advisory Board); Private Equity Board (Defense Board)
As the Principal Deputy Assistant Secretary of Navy (Research, Development, Acquisition) he provided highly interactive strategic and management support to the Assistant Secretary on all matters related to $170B of annual investment and procurements for Joint and Naval weapons systems, acquisition, budget, contracting, industrial base health, and technical infrastructure. He served as co-Executive Director to two Under Secretaries of Defense -- Ash Carter and Frank Kendall -- for DoD’s “Better-Buying-Power” Initiatives (1.0, 2.0, and 3.0), co-leading more than 36 major policy
As Program Executive Officer, Littoral and Mine Warfare, PEO(LMW); and Exec Director (2002-2008 ) he was eesponsible for executing $4-6B annual budget to deliver Joint/Naval capability in Navy Undersea Surveillance, Mission Package Computing Environment, Small Combatant Mission Modules (ASW, ASuW, MIW), Joint counter-IED programs for OIF and OEF, Naval Unmanned Systems (Undersea, Surface, Ground), Naval Special Operations Undersea Mobility, and Counterterrorism Force Protection. He also served as Executive Director, PEO(LMW), 2002-2005.
Major Awards included the Senior Executive Service Presidential Rank Award in 2010; Department of Defense (DoD) Award for Exceptional Civilian Service in 2011 and 2015; DoD’s Award for Distinguished Civilian Service in 2015. Hall of Fame Inductee, NAVSEA (Naval Surface Warfare Center), 2017.
He received a B.S. in Ocean Engineering from Florida Atlantic University, and a M.S. in Management from Florida State University.
