Many federal laboratories and research centers have Partnership Intermediary Agreements (PIAs) with organizations, like ETC, helping government organizations find, collaborate with, and contract with industry, labs, and academic partners to discover and develop innovative solutions to solve problems. Simply put, a PIA is a Partner - a specific type of government or non-profit entity considerably different than a traditional support contractor. Different, in that, a PIA serves as an “intermediary” that extends the Federal Government to reach small businesses, educational institutions, and laboratories.

ETC’s proven history, experience, and expertise as a PIA includes a broad reach across National and Federal laboratories and research centers performing numerous services increasing the likelihood of organization success. Three examples of ETC’s Partnership Intermediary Agreements (PIAs) include:

  • US Navy - Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division

What is a PIA?


Contract, agreement, or memorandum of understanding with non-profit partnership intermediary to engage academia and industry on behalf of the government to accelerate tech transfer and licensing. Many federal laboratories have Partnership Intermediary Agreements (PIAs) with entities that facilitate joint projects and accelerate technology transfer between the lab and private companies. These intermediaries help companies to identify federal technologies that can be licensed and commercialized. They also work to increase the likelihood of successful cooperative activities between the lab and small businesses.


Currently, ETC has three Partnership Intermediary Agreements (PIAs), with the Combat Capabilities Development Command-Army Research Laboratory, Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, and the Naval Air Warfare Center-Aircraft Division. We are assisting in technology transfer efforts, taking DoD technologies, and transitioning them to the commercial market.

ETC has had a Partnership Intermediary Agreement with the Combat Capabilities Development Command (CCDC) (formerly Army Research Laboratory) since 2014. The primary objectives of this PIA are to leverage and promote their Open Campus initiative, with the goal of building a science and technology ecosystem, allowing CCDC scientists and engineers to work collaboratively with visiting scientists at CCDC facilities, and at collaborators' institutions to address CCDC’s fundamental research challenges to drive positive outcomes for the Warfighter.


ETC’s specific tasking included:

  1. Technology Transfer

    • Understand all aspects of the CCDC technology transfer process

    • Identify and engage with small business partners, academia, and other government agencies for the advancement of research, both that being performed by CCDC researchers (technology spin-out) and being performed by these partners (technology spin-in) for improved technology transition

    • Facilitate relationships with ecosystem performers at the regional, state, and federal levels to enhance CCDC’s ability to meet its and the Army’s strategic objectives

    • Provide technical and business training(including incubation, lean startup) to start-ups/ small businesses who commercialize CCDC’s intellectual property and to CCDC researchers regarding IP protection and commercialization opportunities

    • Promote CCDC IP through the use of technology outreach events

  2. Innovation and Collaboration:

    • Enhance R&D partnerships between CCDC, academia, industry, other government agencies, and entrepreneurs by promoting CCDC IP inventory and unique testing facilities/capabilities.

    • Facilitate match-making services (i.e. technology showcases)

    • Identify and shape opportunities to share/develop collaborative research facilities both behind the gate and outside it

    • Provide an environment that promotes innovation and creativity


ETC has had a Partnership Intermediary Agreement with the Naval Air Warfare Center Aircraft Division (NAWCAD) since 2015. The primary objectives of this PIA are to:

  1. Identify promising technologies being developed at NAWCAD and other laboratories that could be transitioned to the warfighter

  2. Provide technical and business assistance to facilitate the commercialization of technologies developed at NAWCAD and other federal laboratories, including the connection to venture capital sources and promotion of those technologies to the commercial sector through technology showcases and other events

  3. Assist in the execution of technology transfer agreements, including patents/licenses, Cooperative Research and Development Agreements (CRADAs), and work with private parties

  4. Perform technical studies relating to research and development occurring in the Federal and commercial sectors

  5. Connect NAWCAD researchers with researchers outside the gate, including those at universities and in private industry, to promote collaboration and exchange of ideas and to develop a pipeline of future STEM professionals for Naval R&D centers Energetics Technology Center (ETC)


ETC has a Partnership Intermediary Agreement (PIA) with Naval Surface Warfare Center Indian Head Explosive Ordnance Technology Division (NSWC IHEOTD) since May 2020.

The primary objective of this PIA is to promote cooperative activities between NSWC IHEODTD and small business firms and educational institutions served by ETC. Foster cooperative research and expand the transfer of technology and economic development in Southern Maryland between and among Federal Laboratories, small businesses, and universities; use ETC resources and expertise in the transfer of technology to and from Maryland’s business and academic communities; and enhance the further development of a technology transfer program, in particular, to assist in the commercialization of NSWC IHEOTD technology and to create and sustain business throughout all regions of the State of Maryland.
