ETC is pleased to welcome Jeb Brough as Vice President, where he will lead strategic growth initiatives supporting the Naval Surface Warfare Center Indian Head Division (NSWC IHD) while expanding ETC’s partnerships across the Department of Defense.
In his new role, Brough will help advance ETC’s engineering and business initiatives by identifying emerging mission needs, strengthening collaborations with government, industry, and research organizations, and accelerating technology transition efforts. His leadership will further ETC’s commitment to delivering advanced technical solutions that strengthen national security and support the warfighter.
Looking ahead, Brough is eager to build partnerships that strengthen ETC’s mission.
“I’ll be supporting ETC’s strategic growth, engineering, and business initiatives by expanding partnerships across the Department of Defense and helping transition innovative technologies from concept to operational capability,” Brough said. “I look forward to working with government, industry, and research partners to identify mission needs and deliver solutions that provide meaningful value to the warfighter.”
Brough brings more than 25 years of executive leadership and engineering experience spanning defense technology, energetic materials, weapons systems engineering, technology transition, and business development. Throughout his career, he has led advanced research and development efforts, built high-performing teams, and cultivated long-term partnerships across the defense community.
Before entering private industry, Brough spent 17 years supporting the Naval Surface Warfare Centers at Indian Head and Dahlgren. During his government service, he led multidisciplinary engineering teams advancing warhead, missile, energetic materials, insensitive munitions, and weapons systems technologies. His work included overseeing research and development portfolios, managing complex test and evaluation programs, leading technology transition efforts, and supporting the development of capabilities for the U.S. Navy and the broader Department of Defense.
His collaborative leadership style has remained a constant throughout his career.

As ETC continues to expand its support for the defense community, Brough’s experience in technology transition, engineering leadership, and strategic partnerships will help accelerate the development and delivery of innovative capabilities that strengthen national defense.

Brough earned both his Bachelor of Science and Master of Science degrees in Mechanical Engineering from the University of Maryland, College Park. Outside of work, he enjoys traveling, mountain biking, and spending time with family and friends. He is also an avid college sports fan who proudly cheers for the University of Maryland, the University of Virginia, and the University of Oklahoma – always ready with a “Go Terps!,” “Wahoowa!,” or “Boomer Sooner!”
